Minor car accident (not at fault) - should I go to my insurance or small claims court?

I was wondering if anyone could give me some advice. Last week I was involved in a minor car accident. I was at a stop light and the car behind me decided they could not wait and they tried to get by my car to make a left turn. They did not have enough room and scraped against my car with theirs. No one was hurt and no police were called. We pulled over and I got their name, phone number and address. They did not give me their insurance information and said they'd like to settle outside insurance because there are only scratches. I know it was stupid but I said okay. Also I do not have the license plate number of the car. I thought I wrote it down but I did not (I understand this is a big mistake on my behalf). We made contact over phone throughout the week and discussed repairs but suddenly they stopped answering my calls. I believe they are avoiding me. Now I am at a loss of what to do. Should I take this issue up with my insurance (at the risk of raising my premiums) or should I take this to small claims court? In either case I do not have the car's license plate so if it isn't their car will that be insufficient evidence to prove they are at fault (my word against theirs)? So this last Saturday before St. Pattys day I took this girl out to the movies and i went to go turn into a gas station and randomly this guy smashes into me as i was making my left turn, didnt see him at all until last second which makes the crash weird because he hit my front driver side and his front driver side is messed up, cops automatically said it was my fault probably because im 19 driving around in a car that is nicer then theirs or something. Seriously excellent condition, fancy wheels, no similar cars close to the low mileage anywhere near $5K within a 200 mile radius. Body work $5K est from body shop. Do I bother calling insurance company to send an adjuster out, or should I just fix it myself and save the insurance cost hit because they will total it anyway? If an adjuster gives an estimate am I then bound by their decision, which seems as if it will be to total the car? If they look at it will they raise my insurance even if I fix it myself? I am not sure what to do!

Hello, im a 17 year old currently learning to drive, once i have a Full UK driving license,think i would be able to get insured on a citreon saxo? As far as i know there are a few types of saxo's, the 1.1, the 1.4 furio, and the vtr 1.6 i think! Many people have told be they are classed as a boy racer car so the insurance will be high but surely if i buy a standard 1.1 or 1.4 saxo i will be able to get insured. What do you guys think? What saxo best for first car? Any other first cars recommened? How much round about do you think it will be to insure? Thanks
